On Monday, April 17, 2000, Orillia City Council adopted the final report of the Bill 35 Transition Committee and in a unanimous decision, voted to retain the assets of the Orillia Water Light and Power Commission and transform it into a new corporation (Orillia Power Corporation and two subsidiaries - Orillia Power Distribution Corporation and Orillia Power Generation Corporation) under the Ontario Business Corporations Act. The report contained 16 recommendations to council.
